So, just to clarify here, @ecology-chris, did you use the script? We saw this on another PR recently; just want to verify that it was something wrong with the script...

I think I not only ran the script but ran it twice, which is how reproduced the yyyy-city directory when I tested it just now. I suppose I could submit a PR to make the create step idempotent since this isn't the 1st time it's happened. I could be paying closer attention to my PRs too.

It happens; just wanted to ensure that it was a script issue.
Only thing missing is the redirect, which is odd that the script didn't do that...
