This also bumps the `protobuf` dependency version and gets rid of a couple of duplicate dependencies. The external `metrics-proxy` crate still depends on `prometheus 0.13.4`, so this is still referenced in `Cargo.Bazel.toml.lock`. It needs to be bumped separately.
