This seems to be sufficient to make CBFlib build with CMake on MSYS2/UCRT64. For a static build (i.e. no Java or Python) with pregenerated Fortran sources and all external dependencies satisfied by Pacman (except CQRlib, for which there is no package), 157 out of 161 (98%) CTest tests pass.
