1.2.22 User guide as markdown and pdf

Added the user guide now as a fully supported markdown file, auto converted to PDF via pandocs

First public beta release

This version is the first public release of the computable CPT artefacts. Updates include:

• Moving core CPT content to the cpt.yaml file.
• Automatically generating several artefacts from this file (xls, pptx, md, json).
• Addressing some missing text descriptions for some capabilities.
• Resolving a key duplication issue with TW.PR.
