This PR improves the way we handle backfill translation jobs:
ai_translation_backfill_rateis slightly ambiguous, renaming it toai_translation_backfill_hourly_rate. This makes it similar to the original intention discourse/discourse-translator@6c2c08c and includes a migration for the rename. The migration does not multiply the value.ai_translation_max_post_length
