My user case: I'm baking AWS AMIs with packer + chef, dealing with all the external dependencies (rpm repos, packages, libraries, etc), and at the end of the process I remove all the yum repos. Then, every single deploy process I run only configs stuffs (secrets, passwords, endpoints, etc), neither installing not requesting 3th party resources. Cookbooks don't split config layer and installation layer are a challenge for me purporse, so that's why I had to implement an update action for server_monitor resource to be able to update in runtime my newrelic config without dealing with yum stuffs.
I added unit tests and verify lint for ruby 2.2, but if you find any other requirements please let me know.
