Summary

raise the runtime progress pulse watchdog default tool-call threshold from 8 to 20 so routine longer turns do not warn too early
update the checked-in gateway dist output, config-load assertions, and handbook example to match the new default

Validation

cd plugin/gateway-core && npm run build
cd plugin/gateway-core && node --test test/config-load.test.mjs
