docs: Document API client and runner functionality

Adds documentation for the new API-based test execution feature from PR #365 in doc-detective/core. Documents the docDetectiveApi integration option, apiMaxWaitTime config field, and DOC_DETECTIVE_API_URL environment variable. When an API key is configured, tests automatically run on remote infrastructure instead of locally.
