Split the generate-db-dispatch workflow into three jobs. The existing compat-db generation (v1.6.0) runs alongside a new job that builds and runs the generate_migration_db binary to produce spawn_and_move and simple database fixtures. A final job collects all artifacts and opens a PR with the updated fixtures.
