This patch works for both regions of the game.

There's a small function that seems to enable/disable skipping of VIWaitForRetrace.
This patch modifies one of the callers to enable VIWaitForRetrace in the next iteration of some game loop.

I've had to use that indirect workaround because directly patching the call site of VIWaitForRetrace caused hangs when exiting a race to the main menu.
The game disables VI on that loading screen or something..?
