Add tf-bootstrap and tf-main just recipes and update the deployment documentation to reflect these new commands.

Overview
Updates local deployment ergonomics by adding just recipes (tf-bootstrap, tf-main) that proxy to ./scripts/tf.sh for running Terraform in infra/bootstrap and infra/main.

Refreshes docs/DEPLOYMENT.md to include equivalent just command snippets for bootstrap and main-stack terraform init/apply steps.
