build: upgrade @graphql-tools deps to ensure newer @babel/parser and support ts 4.9

Description

Update the required version of the following dependencies, to a version where they require @graphql-tools/[email protected], which ensures the cascadingly installed @babel/parser to be new enough to support TypeScript 4.9 satisfies keyword.

• @graphql-tools/code-file-loader

• @graphql-tools/github-loader
