Re-enable WOW64, arm64 forwarders in Hosting Bundle
Adds back WOW64 support & arm64 forwarders to Hosting Bundle.
Description
These features were briefly removed in order to unblock the VMR build. This PR adds those features back, and fixes the build ordering issues that were causing them to fail in the VMR previously
Fixes #60978, #60999
Customer Impact
Customers running ANCM on WOW64, or on Arm64, are unsupported without these features.
Regression?
These features were present in 10.0-preview2 (and before). We temporarily removed them in the VMR as a workaround - not adding them back would be a regression.
