Changes the recent updates to dev-certs and templates to use
*.dev.localhostinstead of*.localhostas it isn't valid to issue wildcard certs for domain like*.localhostas it's equivalent to issuing one for*.com.Follow up to #62593
Verified fix locally in MSEdge and Firefox:
