…rences and consolidate dependency management - Deleted SmallRepo project and associated action.yml file. - Updated WhatsNew.Cli, WhatsNew.Infrastructure, and WhatsNew.Infrastructure.Tests project files to remove specific package versions. - Refactored XmlDocConflictResolver, dependabot-bot, GitHub, MarkdownLinksVerifier, and RedirectionVerifier project files to remove specific versioning for package references. - Cleaned up Quest2GitHub and its tests to remove version numbers from package references. - Removed smalltest Dockerfile. - Added Directory.Packages.props for centralized package version management. - Updated solution file to remove references to deleted projects.
