This PR enables package validation for the Microsoft.Extensions.AmbientMetadata.Build library by removing the explicit <EnablePackageValidation>false</EnablePackageValidation> property setting. This allows the repository's default package validation behavior to apply, which automatically enables validation for "normal" stage packages against the 9.10.0 baseline version.
