[DeveloperBalance] Many iOS Accessibility Changes

This PR brings up a bunch of changes to help with accessibility. One large change is bringing over the AnnouncementHelper class and associated changes from the Recipe's app

This PR would allow us to A11y-Resolve the following issues:

• Voiceover is not announcing the status messages "Tag saved" and "Tag deleted.": A11y_.NET 9 template_ManageMeta_ScreenReader maui#27463

• Voiceover is not announcing as selected/ unselected for Tags and Icons: A11y_.NET 9 template_Project_Screen reader maui#27460
• No name and role are defined for "Icons" present in Project screen: A11y_.NET 9 template_Projects_Name Role Value maui#27432
• Voiceover is not announcing about the "Name", "Description" and "Category" label along with the respective fields:A11y_.NET 9 template_Projects_Screen reader maui#27431
• Name property is not provided for "Delete" button present besides to 'Project' heading: A11y_.NET 9 template_Project_Screen reader maui#27429
• Role is not defined for "Balance, personal, Fitness, family and Friends" present in Project screen: A11y_.NET 9 template_Project _ScreenReader maui#27428
