Same issue as #52273
SENDHELIXJOB(0,0): error : (NETCORE_ENGINEERING_TELEMETRY=Build) Helix queue osx.13.amd64.open was set for estimated removal date of 2026-01-01. In most cases the queue will be removed permanently due to end-of-life.

I updated the helix images to OSX.15. If that works here, we can do the same in the other two affected branches. It might require test changes though we got better about making tests more resilient so maybe not.

Issue：

2. ld: warning: -ld_classic is deprecated and will be removed in a future release
