Related to dotnet/source-build#5075.

This is prep for removing the microsoft.netcore.app.ref 5.0.0 package (waiting on dotnet/aspnetcore#61635).

  1. Removed PackageSourceGenerator support for the net5.0 tfm.
  2. Removed unreferenced nuget 6.8.1, 6.11.0 and 6.12.0 packages which target net5.0.
  3. Regenerated system.security.permissions,6.0.0 which had net5.0 support manually removed.
