Cloudflare Build and Deploy Workflow (ENG-506)

This PR adds a GitHub Action workflow for Cloudflare build and deploy as requested in ticket ENG-506.

Changes

• Created a new GitHub Action workflow file at .github/workflows/cloudflare-deploy.yml
• Configured the workflow to run on any branch push
• Set up the workflow to specifically target the templates/cloudflare directory
• Added build and deploy steps using Wrangler for Cloudflare deployment

Notes

• This workflow requires a CLOUDFLARE_API_TOKEN secret to be set up in the repository settings, which will be added later.
