Top-Half Scoreboards

Something I added for our league that does top-half scoring was show a top half scoreboard, showing like below. I've added this to the scoreboard cron runs as laid on in the PR. Curious if this was desired functionality or not so I figured I'd make a PR. It will dynamically draw a line between top / bottom based on the league's size.

This can be enabled / disabled by the environment variable TOP_HALF_SCORING_SCOREBOARD and I have updated the README and compose file with this variable too.
