After merging this PR, we can:
--deployto support deploy job's use case.extbuild matrix --deployin deploy job.I've added a test CI job to verify the reusable deploy workflow without side effects (an actual deployment).

We can merge this PR next week to reduce the risk of breaking deployment flows just before the weekend.
