add_topics.pl - add programming language topics to the related IAs

Description :

A script to add the new programming language topics (plus the "programming" topic) to the right IAs.

Reviewer notes :

You'll first need to run script/ddgc_add_topic.pm for each language, eg script_ddgc_add_topic.pm perl, etc.

Why are we doing this? We haven't even determined if this is a good idea or not.

It seemed smarter than adding the topics manually.
I thought we wanted to add the language topics to the IAs for all the five languages to experiment, but if that's not the case, fine.

It's not that big of a change either way, we can easily remove them if we find out it's not a good idea.

@russellholt This seems useful if we're going to automate topic posts - everyone's doing this by hand right now.
