I regretfully merged #260 into the master branch instead of properly figuring out how to deploy an alpha version of this library to PyPI without that code having to be in master.
This PR reverts the PQC-related #260 and some follow-on commits so that master is back to being v2.7.0, in preparation for releasing v2.7.1. I went this route instead of force-pushing some branch shenanigans to preserve the merging of #262 and #263. The PQC work will now exist in the ml-dsa-alpha-support branch.
