enabled ADVANCED_LOG_META for tx data collection
Delivery/dispatched APIs: Accept both 64-char (H256) and 128-char (H512) hex tx_hash on /dispatched. Return delivery tx as proper 0x-prefixed 64-char hex on /delivered for EVM using h512_to_bytes.
Logging: Warn when delivery tx store fails or when there is no submission_outcome (message already delivered elsewhere).
Optional destination-domain filter for dispatch storage logs; ADVANCED_LOG_META enabled for tx hash indexing.
CORS: Allow cross-origin requests on /reprocess_message.
Cleanup: Remove noisy debug! from delivered/dispatched handlers; keep HTTP error responses.
