[22800] Update RELEASE_SUPPORT after 3.1.x and 2.10.x EOLs

Description

As EOL date for the Fast CDR releases I took July 2024 for 1.0.x since it is the EOL of the standard support for Fast DDS 2.6.x whereas I took March 2025 as the EOL date of 2.2.x since it is for Fast DDS 2.14.x
