This PR executes on the successful ballot and release review and publishes DSP 2025-1.

Further Notes
When merging DO NOT SQUASH and obey WEBSITE.md by tagging and rerunning the actions. Currently still waiting for the official eclipse release page to transition the release review state on the eclipse webpage.
