ECA validation is broken https://gitlab.eclipse.org/eclipsefdn/helpdesk/-/issues/5921 . Merging as it would be best to have this in M2 for broader testing.

In my book no M2 - no release. Even if it means delaying the final release or reducing time between M2 and M3.

FWIW, SWT GHAs test on the 3 major OSes so it's more than what Jenkins cover. So changes here are as well tested as if Jenkins was up (minus the I-build standalone tests).
