WIth this change, bazel build //... and bazel test //... work also in a devcontainer on an arm64 host.
With this configuration a devcontainer can be used to build FEO.

This little infrastructure change adds support for the DevContainer. The additional version update of
toolchains_llvmfixes an issue that occurs with toolchain download on arm64 hosts.
