Set git branch action

• Add action to set the git url and git branch in Cargo.toml dependencies.
• update merge-release-branch.yml workflow to use new action

Yes, it's easier to test. I can make another PR to enable auto merge and change the action to point to eclipse-zenoh/ci afterwards
