Why is this change proposed?
In case of partitioned projections, the order is guaranteed, as no multiple streams are involved into projectiong.
This gives us ability to optimize the process by being able to filter out events that are not used by projection.
For Projections with millions or hundreds of millions of rows this will make significat difference in projecting times.
