Description of the Change

Allow the waiting for a sub suite definition
Allow the passing of suite URL instead of environment ID

This change enables us to launch the ETR before a sub suite is ready for execution. This gives us some faster sub suite executions but, more importantly, lets us launch ETRs as part of the provider pipeline described in the issue above.
Checkout will now launch up an ETR and the ETR waill wait for the environment to finish before running tests.

If we add this here now at "random", We should probably add this to all other etos python repos for consistency.
