Summary - What I changed

Moving pinned PyGithub dependency from dev group to a main group since it is used in non-dev flows.

@Mikaayenson @eric-forte-elastic I've added a patch label but we might not need to bump the version here - we're fixing the package metadata for the current and future versions. What do you think?
