Adds Endpoint Exceptions privilege to serverless

Contributes to #1517 by documenting the Endpoint Exceptions privilege for serverless. The privilege is already available in serverless and is planned for Stack release in 9.1.

9.1 doc updates will be handled separately, closer to release date, to avoid merging in changes prematurely.

not a blocker, probably it's just me, but reading 'this privilege is only available on serverless', i would think that the feature itself is unavailable on ESS - do you think that adding an extra sentence saying something like 'it is included with Security privilege on ESS' could be useful?
