Fixes #2850 by documenting the advanced setting for enabling GraphViz in flyouts. While working on this I found two additional undocumented advanced settings for other tech preview features. I added them to the doc as well, though their descriptions are pretty minimal for now, since the associated features are not yet documented (tech preview).
