Adds an ILM intro page and attempts to reorganize subpages in a logical order:

  • Concepts (Index lifecycle, Rollover)
  • Tasks that will be applicable to most users organized roughly chronologically (Configure a policy, Update a policy, Start and stop ILM, Restore a managed data stream or index, Customize built-in policies)
    • Index management in Kibana doesn't really fit, but I feel like it belongs alongside these other pages
  • Info on switching to ILM from something else (Manage existing indices, Migrate to index lifecycle management, Migrate index allocation filters to node roles)
