This PR ensures the
LIFECYCLE_INDEXING_COMPLETEflag is automatically set totrueby the ReadOnly action. Previously, this flag, crucial for seamless Cross-Cluster Replication (CCR) integration with ILM, was only set by the rollover action.This change has been verified with corresponding unit and integration testing.
