Since main (9.2) is only compatible back to 8.19 nodes, serialization logic checking for pre 8.19 isnot necessary. This commit changes the minimum version for exceptions added in 8.x to the minimum compatibility version. It also changes the compatibility infra for exception serialization to use the new supports method of TransportVersion.
