…p_unavailable` `skip_unavailable` will soon be unsettable in CPS environment. Any attempts to set it will result in an error. These changes are incompatible with this test since we explicitly set `skip_unavailable=false` here. To unblock the said changes, this test is being modified to move away from any explicit configuration or mentions of `skip_unavailable`.
