Summary

Partially completes https://github.com/elastic/kibana-team/issues/2939

This PR:

  • Adds alert summary widget to details rule summary
  • Adds clear snooze control button to action menu
  • Moves edit button to action menu
  • Adds search and filter bar to alerts table with dedicated refresh button
  • Adds details flyout button to alert rows
