Summary

This PR adds the event log to Task Manager to log the outcome of task runs. We added logs for successful task runs, task failures, and when a task run has been cancelled.

To verify

1. Start up Kibana and go to dev tools
2. Run the following query to look at the event log data
3. Verify that the data matches what you expect for the background tasks running in Kibana
