Summary

Just a small set of fixes:

1. Order in actions list is now Promote, Delete
2. Added danger for deletion
3. Fixed the stop button to be the same size
4. Change the dynamic search placeholder to respond to the selection made ki/rules

Verdict: Needs human review

All changes are purely cosmetic UI tweaks (tooltips, icons, colors, placeholder text, menu ordering) with no functional impact. However, both files are owned by @elastic/obs-sig-events-team and the author is not a designated owner, so the code owners should review these changes.
