I recently updates MSC2966 to make multiple fields optional.
This reflects that, mainly by removing the requirements on the
contacts, as thepolicy_uriandtos_uriwere already optional.I also made it so that it returns the metadata the server registered on that endpoint, as it is mandated by the spec
Fixes #2848
