We now produce an error for unmapped OIDC providers!
Since migration is supported, but the data won't be used

This is a cherry-picking of a bunch of stuff that's existed on the tip branch for a while.
Notably, progress bars have not been picked as we will add a lighter mechanism to report progress, given the bars are a little overkill except for maybe matrix.org, but we can survive without them for matrix.org.
