• cargo-deny: allow both rand 0.8 and 0.9
• Upgrade OpenTelemetry to 0.29.0
• Upgrade compat_str from 0.8.1 to 0.9.0
• Upgrade to rustls 0.23.25
• Update opa-wasm to 0.1.5
• Upgrade bcrypt to 0.17.0
• Update locked dependencies
