Fixes #16999 and element-hq/element-android#8729 by returning the search terms as search highlights.
Note:
I'm not a python developer, and I don't know that much about synapse.
I tested my changes on my own homeserver and I think the basic idea of using the search terms as highlights is ok, but it's very possible what I did is not the optimal way to do it.
I don't have a full python dev env available to run the linters etc, but I hope my changes are small enough that I managed to not break the code style or anything else.
