Fixed setup of internal dbt project used by Elementary

Fixes related to #1860 issue based on comment #1860 (comment)

Added dbt-init command to setup internal elementary dbt project so that CI/CD pipelines can inject dbt dependencies when the target environment does not have internet access to download dbt packages.

edr monitor dbt-init
