chore: add @emotion/utils to changesets linked package

What:

When releasing a new package that contains a newer version of @emotion/utils, it may cause other packages that have older versions of @emotion/utils to fail, so we should bump them together.

Why:

Prevent #3223 happen again.

How:

Add @emotion/utils package to changesets's linked packages.
