Description

In #9535, it was decided to handle translations in the Github repository, so we removed the reference to transefix from the documentation.
Wondering: should we update contributing.md? Or is this change in the documentation sufficient?

We're getting a number of pull requests for translations-related changes, and I'm wondering if it would be worth resurecting to translating via Transifex/another service. I've used Webslate to help translate PyPI and found that the process of joining was a bit less opaque...
