Added mission to activate cheats only on cheater file
Added a tiny reputation boost so you can purchase from Greenrock and avoid soft-locks if you exit the ship purchase screen

Added mission to activate cheats only on cheater file, based on an event triggered at start. This should allow users to only have cheats active on the pilots with the "All-Content Start."
